This paper discusses higher education in Philadelphia area colleges and the academic performance of poor and minority students, noting the view that many of these students are ill-prepared for college because of failures in public school education and the inability of the system to correct the problem, leaving many students out of their element, in part because of affirmative action and other governmental policies.
